Recently, China (Hunan) Pilot Free Trade Zone published its first batch of 47 institutional innovations, 7 of which come from Chenzhou area. On a national scale, Chenzhou area pioneered the mechanism to undertake industrial chain transfer from Guangdong, Hong Kong and Macao.
The mechanism is Chenzhou area’s effort to build an industrial transfer demonstration area. Chenzhou area has innovated its land use mechanism, employment service, administrative approvals and standards to help enterprises solve problems in project implementation.
Taking its innovation in land use as an example, Chenzhou took the lead in the province to implement a pilot reform that enables projects to get approvals and start construction as soon as the land is granted. And four projects have benefited from the reform.
Among them, the approval time for Amer’s project was shortened from 100 working days to 10 working days, saving a total of 79.37 million yuan in land purchase for the enterprise.
After the new mechanism came into operation, 39 new major projects were introduced into Chenzhou area in 2021 with an investment of 18.73 billion yuan, including more than 12 billion yuan from the Greater Bay Area.
54 labor collaboration stations were built to cover 11 counties (cities and districts) and 180 towns in Chenzhou City, providing more than 20,000 workers for enterprises. 452 business teams and more than 1,700 senior managers from the Greater Bay Area settled in Chenzhou.
Moreover, 251 types of cross-provincial administrative services were available online. 56,424 items of administrative services were so effectively handled that people needn’t return to their places of household registration to solve problems.
